This rule, too, is ambiguous. I suspect TBZ took it to mean that all dialogue boxes had to contain the same number of words as each another, but that there was a separate number for thought and narrative boxes. So under that interpretation, it's legal. skagg's rule depends on how you read it, too.

As before, voters should decide for themselves whether rules have been broken. But I'd say that strip is legal enough.
