No, there are some high-rated comics in which there's no dialogue in panel 1, or worse. all black (such as "1-panel" comics prior to the 1-panel option). After this was pointed out, Brad put the ag-farm in as a substitute whenever the random comic generator turned up an unsuitable first panel.
