On the other hand, if Field 20 has a value of 3 then Fields 67-89 must be zero or 1, never 2, 3, 9, or null (with the exception of Field 68, which is 9).

Lastly, if Field 20 has a value of 1 or 2, then Fields 67-89 should be 2, although values of zero or 3 may appear, but never 9 or null (with the exception of Field 68, which is 9).

I will wait a moment while you all check 638 records for consistency with these rules and make all necessary corrections.
